North Carolina State University is pleased to partner with the U.S. Department of State to offer the English Language Training Certificate Program. This program is aimed at helping advance Azerbaijan’s goal of improving English language fluency at all levels of education. NC State has a long and successful history of providing both ESL/EFL programs to students and in-service teachers.

Applicant Eligibility Information
We are only accepting applications from secondary (K-12) teachers for this program. The program curriculum is designed to enhance the English as a Foreign Language (EFL) secondary curriculum and provide resources for teachers who are actively teaching English in the spring semester. Please note that all applicants must provide employment verification from their school director to indicate their employment status as a current English teacher. We will consider public and private school applicants separately, both are encouraged to apply.
- Applicants must be citizens of Azerbaijan or permanent residents qualified to hold a valid Azerbaijani passports
- Currently work and reside in Azerbaijan
- Be full-time elementary or secondary school teachers (university faculty are not eligible to apply)
- Be English Language teachers (teachers of other subjects are not eligible to apply)
The Global Training Initiative is partnering with NC State’s Department for Foreign Languages and Literatures to provide a unique professional development opportunity for 100 Azerbaijani English teachers in 2022. This program is fully funded by the U.S. Embassy in Azerbaijan. There is no cost to apply or participate in this program. The program’s structure and schedule have been developed for working English/EFL teachers who have families and careers that may not permit them to engage in full-time study or overseas study. Participants that complete this program will emerge with greater knowledge, skills, confidence, tools, and credentials to be more effective EFL teachers in their communities.

Meet the 2022 ELT Teaching Team
Dr. Jillian Haeseler will serve as the Academic Program Coordinator and primary instructor. She has many years of experience teaching ESL/EFL in the U.S. and abroad and has administrative experience managing ESL programs and ESL teacher training programs. She is currently the Director of English as a Second Language in the Department of Foreign Languages and Literature at NC State University and continues her teaching, administrative, and scholarly research duties with great success. Professor Haeseler is a two-time Fulbright recipient where she provided consulting to EFL programs abroad and is a Fulbright Specialist who does consulting and training overseas in the EFL field.
Paula Wilder received her M.A. in TESOL from Greensboro College and her B.A. in English from Guilford College. She currently serves as the director of English for academic purposes and continuing education for non-native English speakers at Durham Technical Community College. Paula has been responsible for the creation and implementation of academic EFL curriculum programs at two community colleges in North Carolina and has worked as a consultant for other community colleges that are in the process of implementing their EFL programs. She is also an instructor in the TESOL certificate program at N.C. State, and teaches English composition, serves as a thesis advisor, and has designed and teaches Academic Writing for ELLs and TESOL: Adult Language Learners in the MA TESOL program at Greensboro College. Paula has also taught at Harvard University’s Institute of English Language. In 2014, Paula received the TESOL International Ruth Cryme’s Award and was a runner-up in the 2016 TESOL International Teacher of the Year Award. She has presented her research in a variety of venues, including Oxford University, TESOL, Int’l, UNC-Charlotte, N.C. Community College System Office Conferences, SETESOL, Carolina TESOL, TALGs, NCADE, and NCEI. She has also conducted teacher training workshops in Canada, Mexico, and China.
Experienced educational consultant, instructional designer, curriculum developer, and instructor, Olga has worked as an Assistant Director of SENA Fullbright Program and a Lead Instructor at the intensive English Program (IEP) at NC State University, Academic Coordinator at Duke University TIP FS, and an ESL and ESL Teaching Certificate program Instructor at Wake Technical Community College. She has presented at national and international conferences, including TESOL International, TESOL Carolina, English USA, International NAFSA, Bi-Regional NAFSA, NCAIE, and was honored to serve as a proposal reviewer for TESOL International and English USA. Raised in Russia, Mongolia, and Ukraine, Olga settled in the USA more than twenty years ago but continues to travel the world when she has a chance. An avid reader and crafter, Olga loves going to art museums, cultural events, and on nature walks. An eternal optimist, Olga believes she has the best students in her classes.
Amanda Baker will serve as the technical support and coordinator for the ELT program. She is a recent graduate student of the Master of International Studies program at NC State, and is currently a Comparative and International Education PhD student at The George Washington University in Washington, D.C. Amanda has been a secondary, public school teacher for 13 years. She teaches AP Human Geography, AP World History, and Civics and Economics.
Spring 2022 – [Online Certificate Course] Dr. Jillian S. Haeseler, director of the English as a Second Language program at NC State University, will lead a team of experienced EFL teacher trainers in a fourteen-week professional development training program for teachers of English in Azerbaijan. The program will begin January 24, 2022, and participants can expect these weekly topics (subject to change):

- Feb. 14 – Designing a Lesson for Second Language Listening: Vandergrift’s Metacognitive Pedagogical Sequence and the Modified Hunter Lesson Plan Template
- Feb. 28 – Teaching Vocabulary: Contextual redefinition strategy among other effective techniques
- March 7 – Teaching Writing to Multilingual Learners: Strategies and activities for writing across genres
